It is possible that this code is a fragment of another version of the 1008 decrees. Liebermann treated it as a separate code because its content differed from any other surviving Aethelred law, yet Wormald has shown that it bears similarities to the decrees issued at Enham. The code clearly bears the mark of being the work of Archbishop Wulfstan of York.
